As for the Chinese representative (Qiao Zhijian), here is what my friend [Chinese pro, but I will keep his identity secret] had to say about him:

 Yuan Zhou cannot be 9D on KGS. I think 8D is very questionable as well. I have seen him play and played him before and I think he is mid-7D level on KGS. 
This, is not to say that his teaching is not as strong; on the contrary, I have heard that he is a very good teacher.
